1.General provisions
  1. These Rules govern visitor admission, ticket use, conduct, safety, photography, filming, and the use of cosplay costumes and props at Comic Con Baltics and its Baltics Gaming Expo section, jointly referred to as the Festival.
  2. The Rules apply inside the LITEXPO buildings and grounds, at Festival entrances, in visitor queues, in outdoor areas, and at other locations hosting official Festival activities.
  3. By purchasing a ticket, receiving accreditation, or entering the Festival grounds, a visitor confirms having read these Rules and agrees to comply with them.
  4. The accompanying adult is responsible for explaining the Rules to a minor and for the minor's supervision and conduct.
  5. Visitors must comply with lawful instructions issued by the Organiser, LITEXPO administration, security personnel, the police, emergency services, and authorised Festival staff.
  6. LITEXPO visitor conduct rules, conditions presented at the time of ticket purchase, accreditation conditions, and rules applying to specific Festival activities supplement these Rules.
  7. Where any provision of these Rules conflicts with applicable legislation, the applicable legislation shall prevail.

2.Festival opening hours and tickets
  1. Festival exhibition opening hours:
    • Friday10:00–19:00
    • Saturday10:00–19:00
    • Sunday10:00–18:00
  2. Separate stages, outdoor areas, tournaments, concerts, and additional programme activities might operate beyond the main exhibition opening hours. Their exact schedules are published in the official Festival programme.
  3. After the main exhibitions close, visitors must leave halls which are being closed. Visitors are permitted to remain only in areas where the official Festival programme continues.
  4. Admission is granted to persons holding a valid ticket, accreditation, invitation, or document confirming entitlement to free admission.
  5. Single-day tickets:
    1. A Friday Ticket is valid only on Friday.
    2. A Saturday Ticket is valid only on Saturday.
    3. A Sunday Ticket is valid only on Sunday.
  6. A Weekend Ticket is valid on all three Festival days.
  7. Family Ticket:
    1. Family Tickets for Friday, Saturday, and Sunday are sold separately.
    2. The ticket is valid only on the Festival day stated on the ticket.
    3. The ticket grants admission to a group of no more than four people.
    4. The entire group must arrive together when the ticket is scanned for the first time.
    5. During the first entry, each group member receives an individual Festival wristband.
    6. After receiving wristbands, group members are permitted to leave and re-enter separately on the same day.
  8. Valid Family Ticket groups:
    1. Two persons aged 17 or older and up to two children aged between 7 and 16 inclusive.
    2. One person aged 17 or older and up to three children aged between 7 and 16 inclusive.
  9. A Family Ticket is not valid for:
    1. A group of four persons aged 17 or older.
    2. A group of three persons aged 17 or older and one child.
    3. A group of children without the required accompanying adult.
  10. Where the group includes a child under the age of 14, the child must be accompanied by a person aged 18 or older.
  11. Children aged six or younger are admitted to the Festival free of charge. They do not require a separate ticket and are not counted towards the four-person Family Ticket limit.
  12. The Organiser is entitled to request a document or copy of a document confirming a child's age.
  13. A Friends Ticket grants admission to a group of up to four people and is valid on the Festival day stated on the ticket. The entire group must arrive together when the ticket is scanned for the first time. After receiving individual wristbands, group members are permitted to re-enter separately.
  14. A Superhero Ticket is valid on all three Festival days and includes the additional benefits stated at the time of purchase, including a separate entrance, an official Festival T-shirt, one autograph voucher, and one professional photo session voucher. Additional services are subject to Section 7 of these Rules.
  15. Each ticket barcode or QR code is unique. The ticket is valid for the person or group whose ticket code is scanned first. Copied, altered, forged, or previously used tickets are invalid.
  16. The Organiser accepts no responsibility for tickets purchased from unofficial sellers, classified advertisement websites, or other third parties.
  17. Without the Organiser's written approval, tickets must not be:
    1. Systematically resold for profit.
    2. Used in advertising campaigns, lotteries, competitions, or commercial offers.
    3. Sold together with other goods or services.
    4. Used in a manner creating a false impression of cooperation with the Festival.
  18. The Organiser is entitled to request a document confirming identity, age, eligibility for a discount, or entitlement to use a specific ticket.
  19. Where a visitor does not attend for reasons attributable to the visitor, the ticket is not exchanged and the amount paid is not refunded, except where applicable legislation or the conditions of the specific ticket provide otherwise.
  20. The 14-day right to withdraw from a distance contract does not apply to tickets for a Festival taking place on a specific date or during a specific period.

3.Wristbands and re-entry
  1. During the first entry, the ticket is exchanged for a wristband.
  2. The wristband must be correctly attached to the visitor's wrist and worn throughout its period of validity.
  3. Wristbands must not be transferred to another person, removed, cut, reattached, taped, or otherwise altered.
  4. A removed, altered, or deliberately damaged wristband is invalid.
  5. A visitor who accidentally damages a wristband must immediately contact ticket control staff or the Festival Information Centre before leaving the Festival grounds.
  6. A lost wristband is not automatically replaced. The Organiser is entitled to assess proof of purchase and the circumstances surrounding the loss of the wristband.
  7. Re-entry is permitted only with a valid wristband for the relevant day or the entire weekend.
  8. A single-day wristband is valid only on the day on which it was issued.

4.Minors and accessibility
  1. Persons under the age of 14 are advised to attend the Festival only when accompanied by a person aged 18 or older. A person under the age of 14 is permitted to attend the Festival without an accompanying adult where their parents, guardians, or other legal representatives have assessed the child's age, maturity, health, and individual needs and have decided to allow the child to attend independently.
  2. An accompanying adult is responsible for supervising the minor and must remain reachable throughout the visit. Parents, guardians, or other legal representatives who decide to allow a child to attend the Festival independently assume responsibility for the child's supervision and individual safety needs.
  3. The Festival does not provide childcare services. A child should not be left without supervision unless their parents, guardians, or other legal representatives have assessed the child's age, maturity, health, and individual needs and have decided that the child is able to attend the Festival independently.
  4. A lost child must be reported immediately to the nearest Festival employee, security officer, or the Festival Information Centre.
  5. Persons with disabilities are admitted under the general rules and the conditions applying to the relevant ticket.
  6. Visitors requiring individual assistance, companion access, or accessibility arrangements must contact the Organiser in advance.
  7. Guide dogs and other lawfully used assistance dogs are admitted to the Festival. Their handler remains responsible for the animal's control and care.

5.Security checks
  1. At the entrance and inside the Festival grounds, security personnel are entitled to request a visitor to:
    1. Show the contents of a handbag, backpack, suitcase, or other item.
    2. Present a cosplay costume and props for inspection.
    3. Briefly remove a mask, helmet, or other face covering for an identity or security check.
    4. Present a ticket, wristband, accreditation, or identification document.
  2. Inspections are carried out with respect for the visitor's dignity and through proportionate security measures.
  3. A person refusing a security inspection is denied entry or required to leave the Festival grounds.
  4. Entry is denied, or removal ordered, where a person:
    1. Poses a reasonable threat to themselves or others.
    2. Behaves aggressively, uses violence, or makes threats.
    3. Is intoxicated.
    4. Possesses prohibited items and refuses to remove them.
    5. Uses a forged ticket, accreditation, or document.

6.Festival programme and guests
  1. Comic Con Baltics is a broad-content Festival consisting of meetings with actors and creators, panel discussions, gaming exhibitions, tournaments, cosplay and K-pop competitions, artist areas, trader exhibitions, film industry activities, concerts, and other activities.
  2. The Festival programme and guest list are continuously updated. New guests and activities might be announced up to the beginning of the Festival and during the Festival itself.
  3. The participation of actors, creators, and other guests depends on their professional commitments, filming schedules, health, travel arrangements, and other circumstances beyond the Organiser's control.
  4. A guest is entitled to cancel their participation before the Festival date. Where reasonably possible, the Organiser replaces the absent guest with another guest and updates the Festival programme.
  5. A Festival admission ticket is sold for admission to the Festival as a whole. It is not a ticket for the appearance of a specific actor, creator, or other guest.
  6. The absence of an individual guest, replacement of a guest, a programme schedule change, or relocation of a separate activity does not in itself constitute cancellation of the Festival and does not entitle the visitor to a refund of the Festival admission ticket price.
  7. This Section does not restrict visitor rights where a separately purchased autograph, professional photo session, or other additional service is not provided.
  8. Where a separately purchased service is not provided due to a guest's absence, the visitor is offered another suitable guest or receives a refund of the amount paid for the unavailable service.
  9. The Organiser is entitled to change programme times, locations, order, participants, or format due to safety requirements, technical circumstances, guest commitments, instructions from public authorities, or other objective reasons.
  10. Significant programme changes are announced through the official Festival website, mobile application, social media channels, or at the Festival venue.
  11. Where the Festival is cancelled, rescheduled, or materially changed, ticket exchange and refund procedures are determined in accordance with applicable legislation and the procedure announced by the Organiser.
  12. Individual halls, stages, meetings, tournaments, and other Festival areas have limited capacities. A Festival ticket does not guarantee admission to every activity unless a separate reservation or admission ticket has been issued.
  13. The Organiser is entitled to temporarily suspend admission to an overcrowded area and regulate visitor flows.

7.Autographs and professional photo sessions
  1. Sales and use conditions for autographs, professional photo sessions, and other additional services are published on the Festival website and at the point of sale.
  2. An additional service ticket or voucher is valid for one person, one selected guest, and one service unless the sales conditions state otherwise.
  3. A Festival admission ticket does not include an autograph or professional photo session unless such a benefit is expressly included in the conditions of the relevant ticket.
  4. The Organiser is entitled to determine the time of the autograph or photo session, the queueing procedure, the permitted number of items, and other organisational conditions.
  5. A guest or their representative is entitled to refuse to sign an unsafe, unlawful, offensive, or otherwise inappropriate item.
  6. Photography, filming, and audio recording during autograph sessions and professional photo sessions require approval from the Organiser.
  7. Where a visitor misses the assigned time for reasons attributable to the visitor, provision of the service at another time is not guaranteed.
  8. Where a paid additional service is not provided due to a guest's absence or a decision by the Organiser, the visitor is offered another suitable guest or receives a refund of the amount paid for the unavailable service.

8.Prohibited items and activities
  1. The following items are prohibited:
    1. Firearms, firearm components, ammunition, and explosives.
    2. Combat knives, daggers, metal swords, and other items suitable for causing injury.
    3. Electroshock devices, tear gas, pepper spray, and other devices intended to cause injury.
    4. Pyrotechnics, flammable liquids, hazardous chemicals, and open flames.
    5. Operational or deactivated airsoft, paintball, pneumatic, or other projectile-firing devices.
    6. Narcotic, psychotropic, and other illegal substances.
    7. Alcoholic beverages.
    8. Glass containers.
    9. Lasers and other light devices posing a risk to eyesight or equipment.
    10. Drones and remotely controlled flying devices.
    11. Bicycles, scooters, skateboards, and similar vehicles, excluding mobility aids.
    12. Animals, excluding assistance dogs and animals included in the Festival programme with prior approval from the Organiser.
    13. Items whose size, weight, construction, or use obstructs evacuation, visitor movement, or creates a risk of injury.
  2. Prescription medication, baby food, and items required due to a medical condition are permitted.
  3. Food and non-alcoholic beverages are subject to LITEXPO rules and the conditions published on the Festival website.
  4. Smoking, electronic cigarettes, and heated tobacco products are prohibited indoors. Smoking is permitted only in designated outdoor areas.
  5. Without approval from the Organiser, the following activities are prohibited:
    1. Distribution of advertising or other materials.
    2. Collection of signatures or conducting surveys.
    3. Sales or provision of services.
    4. Other commercial or promotional activities.
  6. The sale of counterfeit, pirated, unlawfully manufactured, or intellectual property-infringing merchandise is prohibited.

9.Cosplay costumes and props
  1. The bringing, inspection and use of cosplay costumes, uniforms, masks, armour, weapon replicas and other props are governed by the separate "Comic Con Baltics Costume, Uniform and Prop Safety Rules", published on the official Festival website.
  2. The "Comic Con Baltics Costume, Uniform and Prop Safety Rules" form an integral part of these Festival Rules.
  3. By bringing a costume, uniform, mask, armour, weapon-like item or other prop into the Festival area, the visitor confirms that they have read the separate Costume, Uniform and Prop Safety Rules and agree to comply with them.
  4. A Festival ticket does not automatically grant the right to bring any costume, uniform, costume component or prop into the Festival area.
  5. All weapon-like, oversized, heavy or potentially dangerous costumes and props, as well as costumes and props creating a realistic military, police, security or other official service appearance, must be presented for inspection at the Festival entrance or whenever requested by Festival or security personnel.
  6. The Organiser is entitled to prohibit the bringing into or use within the Festival area of any costume, uniform, costume component or prop which:
    1. Does not comply with the separate Costume, Uniform and Prop Safety Rules.
    2. Poses or might pose a risk to persons or property.
    3. Obstructs visitor movement or blocks evacuation routes.
    4. Might reasonably be mistaken for genuine military, police, security or other official service clothing or equipment.
    5. Displays prohibited symbols, insignia, markings or wording.
    6. Is used aggressively, in an intimidating manner or otherwise in breach of the Festival Rules.
  7. The final decision concerning the suitability of any costume, uniform, mask, armour, prop or other item is made by a cosplay inspection staff member or security officer designated by the Organiser.
  8. Where a costume or prop does not meet the applicable requirements, the visitor might be offered an opportunity to remove prohibited elements, change into different clothing, leave the prop outside the Festival area and submit the costume or prop for another inspection.
  9. The Organiser has no obligation to provide storage for prohibited costumes, costume components, accessories or props.
  10. A visitor who refuses to remove a prohibited costume component or prop, or fails to comply with a lawful instruction from Festival or security personnel, might be denied entry to the Festival or removed from the Festival area.
  11. Where a visitor is denied entry or removed because they refuse to comply with the Costume, Uniform and Prop Safety Rules, the Festival ticket price is not refunded.
  12. The visitor remains entitled to attend the Festival without the prohibited costume, costume component or prop, provided that all other admission requirements are met.

10.Conduct, harassment, and discrimination
  1. The Festival respects the dignity, safety, and personal boundaries of every person.
  2. The following conduct is not tolerated:
    1. Sexual harassment and unwanted sexual comments.
    2. Unwanted touching, hugging, or touching of another person's costume.
    3. Stalking, intimidation, threats, and physical violence.
    4. Discriminatory insults or humiliation.
    5. Bullying and deliberate public shaming.
    6. Intrusive or unwanted targeted photography or filming.
    7. Disclosure of private information intended to harm another person.
    8. Deliberate disruption of Festival activities, discussions, or performances.
    9. Conduct promoting hatred, violence, or unlawful organisations.
  3. Cosplay is not consent. Wearing a cosplay costume does not grant permission to touch a person, their costume, or their prop.
  4. Clear consent is required before touching a person, their costume, or their prop.
  5. Clear consent is required before photographing or filming a specific person at close range, asking them to pose, or arranging an individual photo session.
  6. Persons incidentally captured in general footage of crowds, stages, panel discussions, or the Festival environment are not treated as participants in an individual photo session.
  7. Where a person clearly requests an end to targeted photography, filming, touching, or interaction, the conduct must stop immediately.
  8. Incidents must be reported to the nearest security officer, Festival employee, or the Festival Information Centre.
  9. Depending on the nature and severity of the incident, the Organiser is entitled to issue a warning, require the conduct to stop, restrict access to an activity, or remove the person from the Festival.
  10. Suspected criminal conduct, violence, threats, or other serious legal violations are reported to the police.

11.Photography, filming, and personal data
  1. The Festival is a public event attended by official photographers, camera operators, media representatives, and accredited content creators.
  2. General footage of crowds, programme activities, stages, exhibitions, outdoor areas, and the Festival environment is photographed and recorded.
  3. Such material might be used for Festival documentation, public information, communications, publicity, and promotional purposes.
  4. A person who does not wish to become the subject of individual photography or filming must inform the photographer, camera operator, or the Festival Information Centre.
  5. The Organiser takes reasonable steps to respect such a request but does not guarantee exclusion from general footage of crowds, stages, or the Festival environment.
  6. Video surveillance operates throughout the LITEXPO grounds for security purposes.
  7. Detailed information concerning personal data processing, retention periods, and data subject rights is provided in the Festival Privacy Policy.
  8. Personal, non-commercial photography and filming are permitted where:
    1. The rights and personal boundaries of other persons are respected.
    2. Festival activities and visitor movement are not obstructed.
    3. Tripods, extensive lighting equipment, or equipment occupying walkways are not used.
    4. No photography or filming restriction has been announced in the relevant area.
  9. The following activities require written approval from the Organiser:
    1. Commercial photography or filming.
    2. Live streaming of official Festival activities.
    3. Establishment of a professional filming area.
    4. Operation of drones.
    5. Use of Festival footage in advertising, sales, or a third party's commercial campaign.
  10. Media accreditation does not remove the obligation to respect the privacy and consent of other persons or Festival safety requirements.

12.Emergencies and air danger
  1. The Festival programme is subject to temporary suspension or termination in the event of fire, a medical emergency, a security threat, air danger, a technical accident, or another emergency.
  2. Visitors must follow instructions issued by the Organiser, LITEXPO administration, security personnel, the police, fire and rescue services, and other emergency services.
  3. Where a Red Air Danger Level applicable to Vilnius is announced, the Festival programme is suspended immediately.
  4. Instructions are communicated through the LITEXPO public address system, screens, security personnel, and Festival staff.
  5. Visitors must move in an orderly manner along the routes established in the LITEXPO safety and emergency plan to shelters or safe areas designated by staff.
  6. During an air danger alert, visitors must not:
    1. Independently change the direction of movement specified by staff.
    2. Run, push, or cause panic.
    3. Block doors, stairs, walkways, emergency exits, or emergency service access routes.
    4. Enter car parks or attempt to leave the grounds by vehicle unless instructed by staff.
    5. Stop to photograph or film where this obstructs movement or creates a safety risk.
    6. Return to collect personal belongings.
  7. Visitors must remain in the safe area designated by staff and keep away from windows, glass facades, and other locations identified as hazardous by staff.
  8. Where access to a safe area is impossible due to an immediate explosion, fragment, or falling debris hazard, the visitor must immediately lie down, cover their head and neck with their hands, and follow staff instructions towards a safe area once movement becomes safe.
  9. Where a Yellow Air Danger Level is announced, visitors must remain prepared and follow instructions issued by the Organiser. Based on official information, the Organiser instructs visitors to remain in the safe area, return to Festival activities, or leave the grounds in a controlled manner.
  10. Where a White Air Danger Level is announced, visitors are permitted to leave the safe area only after receiving instructions from the Organiser or responsible LITEXPO staff.
  11. Festival activities resume only following a decision by the Organiser.
  12. Lifts must not be used during an evacuation unless responsible staff issue different instructions.
  13. Visitors must assist children in their care and persons requiring help where this does not create additional danger.
  14. Fire, suspicious items, violence, a serious medical condition, or another threat must be reported immediately to Festival staff, security personnel, or the emergency number 112.
  15. Visitors must not approach, touch, or move a suspicious fallen object, drone, drone component, or unidentified debris.

13.Personal and lost property
  1. Visitors remain responsible for supervising their personal belongings.
  2. The Organiser accepts no responsibility for unattended, lost, stolen, or damaged property, except where liability arises under applicable legislation.
  3. Found property must be handed to the Festival Information Centre, security personnel, or LITEXPO administration.
  4. Found identification documents, weapons, ammunition, hazardous substances, and other dangerous items are transferred to the police or another competent authority.
  5. Property found inside the LITEXPO buildings or grounds is stored for three months from the date on which it was found.
  6. Lost property enquiries must be submitted to LITEXPO by phone at +370 615 61089 or by email to info@litexpo.lt.
  7. A person collecting an item must provide sufficient information confirming their entitlement to the item.
  8. After the storage period expires, unclaimed property is handled in accordance with LITEXPO procedures and applicable legislation.

14.Sanctions
  1. Depending on the nature, severity, and repetition of a breach, the Organiser is entitled to:
    1. Issue a warning.
    2. Require the prohibited conduct to stop.
    3. Require the removal of a prohibited item.
    4. Restrict access to a specific area or activity.
    5. Remove a visitor from the Festival.
    6. Invalidate a wristband, accreditation, or ticket.
    7. Contact the police or another competent authority.
  2. Where a person is removed for a reasonably established breach of these Rules, the ticket price is not refunded.
  3. A removed person must leave the Festival grounds immediately and must not attempt to re-enter using another ticket or accreditation.
  4. A person is liable, in accordance with applicable legislation, for damage caused by their actions to the Festival Organiser, LITEXPO, other visitors, participants, or third parties.

15.Final provisions
  1. The Organiser is entitled to update these Rules following changes in legislation, safety requirements, LITEXPO conditions, or Festival operations.
  2. Amendments must not retroactively remove or unreasonably restrict consumer rights acquired at the time of ticket purchase.
  3. The current version of the Rules is published on the official Festival website.
  4. A visitor who believes that their rights have been infringed must first submit a written complaint to the Organiser at info@ccbaltics.com, stating the requested resolution and providing supporting information.
  5. The Organiser reviews the visitor's written complaint and provides a reasoned response no later than 14 calendar days after receiving the complaint.
  6. Where the Organiser's response is unsatisfactory or no response is provided within the stated period, the consumer is entitled to contact the State Consumer Rights Protection Authority or a court.
  7. These Rules are governed by the laws of the Republic of Lithuania.
  8. In the event of any discrepancy between the Lithuanian and English versions, the Lithuanian version shall prevail.
